The Indian National Human Rights Commission (NHRC) has requested a detailed report concerning the violent attacks on the local population in the Rayagada district by the police, in connection with the Utkal project. The attacks on people in Kucheipadar on January 5th this year, is of particular concern to the Commission (see NorWatch newsletter no. 4/97).

Following a request from the local organisation Lokshakti Abhiyan, the NHRC has requested such a report from the Chief Secretary of the state of Orissa. The Commission asked the state authorities to present the report by March 23rd. Mr. Murthy of the NHRC says to NorWatch that the commission will probably spend from four to six months of work following the report.
