KOMpakt was intended to be a consultative body for the government in matters regarding Norwegian business, the environment and human rights abroad. In the committee are representatives from NGOs, research institutions, the business community, and the involved ministries.

KOMpakt has not succeeded in being an adviser to the government and, if we are to believe the "Annual report on Norwegian human rights work" from the Ministry of Foreign Affairs, there is no reason to believe that it will ever succeed in this. Discussions about particular companies' activities have not taken place, and the Ministry of Foreign Affairs also refuses to discuss general guidelines for the companies. There are quite seldom meetings in KOMpakt. On the other hand, in their principal speeches and feature articles, the authorities often refer to how fantastic they think it is that KOMpakt exists.

After a year the committee still does not stand on its own feet, and its vital functions are not working. It is sad to see that a beautiful idea seems to fade and die at such a young age.
